We’re looking for a Monitoring and Evaluation Specialist who can volunteer in a hybrid role both remotely (online) for 3 months and in-country  (12 months) for a total of 15 months. 


  • This assignment seeks to develop a robust internal system for monitoring and evaluating Fundasaun Mahein's work 
  • To be considered for this role, you’ll need a qualification and/or experience in monitoring and evaluation for development programs/NGOs
  • You will be working alongside the Program Director and relevant team
  • As a volunteer, you will support capacity-building and mentoring


About the Partner Organisation 

Fundasaun Mahein, like many national civil society organisations, has not yet developed robust internal monitoring and evaluation (M&E) systems aimed at systematically capturing and presenting the results of its work. So far, its internal monitoring processes have largely been shaped by the reporting requirements of various donors. It has also conducted quasi-formalized internal performance evaluations in the form of yearly reviews and strategic planning; however, these have remained fairly ad-hoc and lacking in systematisation, without a dedicated staff member tasked with organising, compiling and following up on these sessions and their results. FM has sought assistance from its donors to improve its internal monitoring processes; however, these initiatives have mainly focused on adjusting the reporting requirements under specific grants, rather than implementing organisational reforms. FM therefore sees a critical need for hiring an experienced M&E practitioner who can work full-time to assist the organisation in establishing robust, sustainable internal mechanisms for monitoring and evaluating the organisation's work. However, FM lacks the funds needed to hire experienced Timorese M&E officers directly, as these individuals tend to be employed by international agencies due to the higher salaries available. FM therefore views recruiting an AVI volunteer as an ideal solution to fill this gap by developing systems and providing the necessary knowledge so that it can be maintained by FM's local staff.

The allowance for the in-country phase is AUD$3245 per month, and the allowance for the remote phase is AUD$79 per month.

Requirements

  • All applicants must be Australian citizens or holders of Permanent Residency Visa of Australia, or New Zealand residents in Australia with a Special Category Visa (SCV). 
  • A National Police Check must be completed during the application process.  
  • A Psychological Test is required for all volunteer assignments.
