About the Partner Organisation
CEPAD is an independent organic civil society organization established in response to the 2006 military and political crisis in Timor-Leste. Since its inception in 2007, CEPAD has sought to create conditions enabling Timorese to identify the most pressing obstacles to lasting peace, understand the origins and dynamics of conflict, and define ways and means to collectively address these in non-violent and sustainable ways. Since its inception in 2007, CEPAD has worked with different donors, programs, and communities across the country’s 13 municipalities in identifying and broadening the understanding of the complex challenges to create peace in Timor-Leste utilizing the proven Participatory Action Research (PAR) methodology. CEPAD has produced a number of policy publications based on its research as well as contributions to policy deliberations around priority topics.
Among state institutions, CEPAD has a Memorandum of Understanding and solid and active collaborations with state anti-corruption institutions and critical ministries, among others. CEPAD is already considered a key civil society actor for the prevention of corruption, promoting access to information and civic education, and ensuring that the voices of communities are reflected in their priorities. CEPAD has a strong presence in the communities of Timor-Leste and can function effectively in all areas (state, civil society, grassroots). This ensures that community perceptions and analyses are central to the process and taken up by the state, ensuring that policies reflect the needs and realities of communities.
